TOKYO - Japan on Friday signed a memorandum of understanding to enable the country to import rare earth minerals from India, a move which will help Tokyo to reduce its heavy reliance on China for the key resources that are vital for producing a range of high-tech products.

The signing ceremony took place in Tokyo although Indian Prime Minister Manmohan Singh postponed his visit to Japan, initially expected from Thursday, because Japanese Prime Minister Yoshihiko Noda decided to call a general election.
